GOP-Controlled House Approves Security Assistance to Ukraine – Here Are the Republicans, Including McCarthy, Who Voted with Democrats

The United States House of Representatives has approved an additional $300 million aid for Ukraine. The decision came late Thursday night with a 311-117 vote.

The aid for Ukraine was initially part of a larger Pentagon funding bill for the fiscal year 2024.

House GOP leaders, including Speaker Kevin McCarthy (R-Calif.), had initially planned to hold a separate vote on the Ukraine aid. The decision to separate the aid came after Rep. Marjorie Taylor Greene (R-Ga.) and a group of conservative Republicans sank a procedural vote to advance the Pentagon funding bill, The Hill reported.

Speaker McCarthy later backtracked on his decision to separate the Ukraine aid from the defense bill. He cited complications arising from the fact that a State Department appropriations measure also included assistance for Ukraine. McCarthy stated that it would be “too difficult” to remove the Ukraine aid from the State Department legislation and decided to leave both as they were.

An amendment sponsored by Rep. Andy Biggs (R-Ariz.) aimed to strip the $300 million from the legislation but was voted down on Wednesday in a 104-330 vote. All support for this amendment came from Republicans. Another amendment from Rep. Matt Gaetz (R-Fla.) that sought to prohibit security assistance for Ukraine was also soundly rejected in a 93-339 vote.

The bill that was approved late Thursday night provides FY2024 supplemental appropriations to the Department of Defense (DOD) for assistance to Ukraine and establishes the Office of the Special Inspector General for Ukraine Assistance.

Specifically, the bill provides appropriations to DOD for the Ukraine Security Assistance Initiative. The funding is provided for purposes such as

providing assistance and equipment to the military and national security forces of Ukraine and other forces or groups engaged in resisting Russian aggression against Ukraine,

replacing weapons or defense articles provided to Ukraine from the U.S. inventory, and

recovering or disposing of equipment procured using funds provided by this bill or prior acts.

The bill also establishes and provides funding for the Office of the Special Inspector General for Ukraine Assistance. The duties of the office include

conducting and supervising audits and investigations related to the programs and operations funded with appropriations provided to support Ukraine;

coordinating and making recommendations regarding policies designed to prevent and detect waste, fraud, and abuse; and

keeping the Department of State, DOD, and Congress informed about problems, deficiencies, and the need for corrective actions.

“Last night’s vote marks a major moment in changing perceptions on how House Republicans view Ukraine. 101 Republicans voted to send more money. 117 Republicans voted against,” Matt Gaetz wrote.

“Ukraine Funding has now lost “the majority of the majority” and cannot be brought up again on the floor per conference rule,” he continued.

House Republicans Fail to Pass Short-Term Spending Bill as Government Shutdown Looms

House Republicans on Friday failed to pass a 30-day stopgap funding bill as a government shutdown looms.

Speaker McCarthy’s bill would have funded the government until October 31.

House GOP leaders on Friday failed to pass a partisan, short-term spending bill with fewer than two days left to fund the federal government and avoid a shutdown.

Speaker Kevin McCarthy pitched the bill as a way for his fellow Republicans to buy time to pass a slate of individual agency spending bills.

“We actually need a stop-gap measure to allow the House to continue to finish its work, to make sure our military gets paid, to make sure our border agents get paid as we finish the job that we’re supposed to do,” McCarthy told reporters.

“Last night, House Republicans agreed that we wouldn’t fund DHS unless e-verify was passed because we’d have to take a vote on HR 2,” Gaetz said on Friday morning. “Today, 11 hours later, the Continuing Resolution being considered strips mandatory e-verify and worsens our position on the border.”

Retiring Chairman of the Joint Chiefs of Staff, Army General Mark Milley, took a thinly veiled shot at former President Donald Trump during his farewell ceremony on Friday, attended by Joe Biden and Secretary of Defense Lloyd J. Austin III.

The Gateway Pundit reported that Milley is departing from the highest-ranking military position in the country at midnight on Sept. 30 and will be replaced by Biden-appointed nominee Gen. Charles Q. Brown Jr.

“We don’t take an oath to a king, or queen, or tyrant, or dictator,” Milley declared. “We don’t take an oath to a wannabe dictator. We don’t take an oath to an individual. We take an oath to the Constitution, and we take an oath to the idea that is America, and we’re willing to die to protect it.”

“Every soldier, sailor, airman, marine, guardian, and Coast Guardsman, each of us commit our very life to protect and defend that document regardless of personal price,” he added.

Milley’s comments come on the heels of a post by Trump on his social media platform, Truth Social, where the former President criticized Milley’s call to China after the January 6 riot at the U.S. Capitol. Trump suggested that Milley’s punishment would have been DEATH.

“Mark Milley, who led perhaps the most embarrassing moment in American history with his grossly incompetent implementation of the withdrawal from Afghanistan, costing many lives, leaving behind hundreds of American citizens, and handing over BILLIONS of dollars of the finest military equipment ever made, will be leaving the military next week,” said Trump last week.

“This will be a time for all citizens of the USA to celebrate! L.A. County Coroner autopsies some of the 16,433 babies found

In early February, 1982, after workers at the Martin Container company discovered more than 16,000 unborn baby bodies in a shipping container at their yard in Wilmington, company staff called the police and then the health department.

Los Angeles County took possession of the bodies. Disposal of bodies was considered first a health problem, though there were questions of legality because some of the babies were late-term.

The L.A. County board of supervisors passed a resolution asking that autopsies be performed on the babies’ bodies to see if any laws had been violated. For example, were any babies plunged into formaldehyde alive? To answer such a question, a pathologist needed to perform autopsies to examine the lungs for oxygen residue.

(Behind the scenes feminists, including attorneys Carol Downer and Gloria Allred, were trying to have the babies classified as medical waste and incinerated.)

At least 43 of the bodies were considered late-term and were sent to the county coroner’s office for further examination. Some bodies came from the container, and after the discovery in this container, some came from Malvin Weisberg’s Woodland Hills garage, near where the sea-land container with the bodies had been for at least two years.

Thomas Noguchi was born and studied medicine in Japan. In 1952 he came to the United States to complete a residency in pathology at Orange County General Hospital and joined the L.A. County Coroner’s Office in 1960. He was appointed chief medical examiner in 1967.

Noguchi had a taste for publicity; he held news conferences and claimed to be a pioneer in solving crimes. He performed or supervised autopsies on Marilyn Monroe, Janis Joplin, Robert Kennedy, and in 1981 was involved in the investigations of the deaths of William Holden – found in a hotel with a head wound – and Natalie Wood – who drowned in a Catalina yachting accident.

Noguchi was forced to step down from his office in 1982, and in 1983 he published a best-selling memoir, Coroner.

Confronted with the bodies from the Weisberg case in early 1982, he was not happy with the board of supervisors resolution but reluctantly complied, according to a witness at the time. According to the witness, the medical section of the coroner’s office was chaotic. “There were bodies, flies everywhere, in contrast to Noguchi’s own lavishly furnished office which had a huge desk, a couch, a console, and chairs.”

The autopsies of the 43 babies in the coroner’s office took place on one day. Dr. Joseph Wood, a pathologist from San Diego, was recruited. Dr. Eva Hauser, a deputy medical examiner, and some technicians assisted Dr. Wood. Two photographers took pictures for Dr. Wood, and a coroner’s photographer took pictures for the coroner’s office

Dr. Wood arrived at 9 a.m., conferred with Dr. Noguchi, Dr. Eva Hauser, Dr. Ronald Kornblum (who eventually succeeded Dr. Noguchi as chief medical examiner), and other staff, and started the 43 autopsies around 10 a.m. Buckets containing the bodies of the late-term babies were loaded on trolleys, I.D. number boards put next to bodies, and the babies weighed and measured. Dr. Wood was taking out samples of lungs and putting them into specimen bottles.
