Yeah, seems like the ADS-B network just kind of makes a wild guess sometimes. Maybe in this case it figured no runway and no take off roll means helicopter. The over simplified and apparently impromptu ICAO hex code probably added to the confusion. The balloon is tethered and not going anywhere, so might not cause too much problem for other pilots with the confusing info.
