It's possible Comey made those statements since, with Trump in power, Comey might've started to think things might turn around and he could get bit in the ass.

So he's going to retroactively make like his actions were all legal.

COMEY wanted to take away the right of an Ameican citizin to refuse to answer questions put to them by a Judge.

He said it shortly before he was fired, in a public speech.

He also said, in the same speech, that there was no right to privacy, i.e. their mass surveillance program was totally legal.

Those two points are connected.

My memory says two weeks but I could be wrong.
