bakers can bake whenever they want, it's pretty normal to bake a little early if there is bread lag. BV locks the bread. Simple.

why would locking a bread make it look more active?

locking a bread usually has nothing to do with slowness of the bread - otherwise you'd see a lot more locked breads for gy.
But could be done if baker preferred because very tired and wants to wind it up @630 rather than wait another hour.
Can be due to tech problems after 600. This is common.
if there is an attack, can be baked to protect it.
if the bun is really full and bread is ghosted, baked early so next baker can start fresh.
Or if baker has some complex problem with the dough (etc), can bake ghosted bread early - against so baker can start fresh.
kind of a non-baking when you don't tag the dough
