I think they're both dirty, but Mueller less so. I think they've both been given the opportunity to do the right thing, and I'm sure that their bad deeds are being used as leveragevto make sure they do. I think Rosenstein believes he can outsmart /ourguys/, or maybe he was surprised that he has been required to reveal his own corruption. Maybe Rosenstein is trying to sway Mueller, convince him to fabricate evidence against POTUS.
But I cant commit to any opinion; it's just one line of reasoning. I once believed that Mueller was /ourguy/, but he doesn
t have to be. I'd trust a gangbanger to lie in bed with my daughter, if I could stand next to them with a shotgun pointed at his face. Mueller just has to play his role–if he turns on POTUS, all the dirt on him comes out and it's probably the death penalty. Otherwise maybe he gets less. Rosenstein is desperate, trying to find an alternative. All will end up paying.
