There's the overt allegorical meaning to the story which I think everyone understands regarding immigration.

But I'm wondering if he wasn't also signaling to us that he was going to let the snakes in and allow them to continue to be snakes, so he could get dirt on them and have them dead to rights?

What you've got to understand about the OIG is they have something like a 98% + conviction rate. They way they keep it so high is they just compile MOUNTAINS of evidence.

If you're dirty, they'll leave you alone for a year and just watch. You'll test the waters, and when nothing happens you'll jump in. By the time they put the cuffs on you'll be on your 100th lap around the pool.

Trump couldn't immediately arrest these people because the evidence to prosecute them would've come from their own records, and since the corruption was so rampant there wouldn't have been enough reliable sources for a conviction.

So he waited for them to fuck up while it was on his watch, and fuck up so many times that they'll have a 99% chance of a conviction in all cases.

Some of it will be released I'm sure, but I'm also sure Putin has some valuable info on the topic as well. Which is why Trump needed to play kinda rough with him in his first year, create artificial problems to fix so he's more willing not to use the info as leverage.
