For those wondering… Congress authorized aid to Israel knowing its protection was too important to be dependent on CR math. The 2021 NDAA guarantees atleast $3.3 billion annually is transferred to Israel’s defense until 2028 regardless of who is or isn't Speaker or President.

Furthermore, the new fiscal year started Oct. 1. Therefore, DoD can give this year's $3.3 billion to Israel immediately without any further Congressional action.
