Correct, They start wars to get Congress to give aid packages worth billions, they get new weapons to kill the aggressive men who would otherwise stand up to their corruption, and they get the spoils of war regardless of who wins because at the end of the day, these two culprits reconcile their accounts between them. Makes sense?
