each form of intelligent life that rises to the top of the food chain is put through a test to see if that intelligent life is worthy of traversing the cosmos

if that intelligent life fails to the test then the world is "reset" through cataclysm and it begins again

if that intelligent life passes the test then, well, they indeed go on to travel the cosmos

this has gone on for billions of years and will continue to do so for eternity
