I would argue that as responsible adults, you do not attack and kill citizens just because other citizens were killed. You do like Russia did in the special military operation, surround Gaza and barricade any entry. Then you get the military to go in and take out every last Hamas terrorist, one by one. Then you restore the power back to Gaza after successful. Put in new leadership as well.
