If these are related then the eugenics has to be encouraged because the Deep State Maniacs need something from the act of a human adult passing over. It could be one of a few things: 1.) They want to measure something related to the transition from this realm to the realm which exists outside of space and time. Therefore they would need some type of instrumentation, be it matter, radio frequency/light or magnetic sensors. 2.) They want to hitchhike on the passing over. Which means they want to some how attach something to the spiritual aspect of the person passing over thinking that they can track the path or perhaps hijack the event once on the other side. 3.) They want to capture or observe some specific remnant or artifact that manifests only when one is passing over. Aborted babies were not enough so it must involve the soul of the adult. Perhaps the stained human soul has a different trajectory and destination than the innocent pre-born child who is aborted and instantly gets rescued by no -nonsense, FAFO angels. 4.) They want to track the angels themselves, learn what they can about how to get to the other side.
