RR has not taken actions (nor does his involuntary body language indicate) that suggest he fears the Congress (its full weight, its committees, its most dogged Members). Yet he must fear something (or someone). Yes, he does seem to anger easily – even in public and under scrutiny. Tensions.
Possibilities abound.
