They already serve one term. It lasts for life.
The actual reason for this is because of degeneracy stemming from the inability to control ones self from doing one thing or another. Perhaps they are unable to control how or what they eat, or what they do. Eventually it leads to addiction and/or fetishism which in turn causes poor health and hygiene and can easily turn criminal in nature.
