A former friend of mine has a latina wife who would tell you that the lack of prosecution against white men for the types of violations you are referring to is simply white privilege and nothing more. I suggested that it might be that cops have relaxed a bit in recent years when it comes to shaking down the average joe unnecessarily. My view was unequivocally dismissed.
