A 'continuing resolution' is a term which is used when Congress DOES NOT fulfill it's duty under the Constitution to pass a budget for the next fiscal year. So, to keep the federal government running, the pass 'continuing resolutions'. These resolutions can keep the government running for a certain period of time. I'm thinking the last continuing resolution expires in 20 or so days. We've been operating under continuing resolutions for over a decade now, maybe a couple. It's an expensive trick the deep state uses.
