I think the wording is meant to imply that Joe's incompetence has made the circumstances that the Oval Office is able to affect with potential to implement an incredible amount of change in the right direction.
There've always been troubled teens in places where people get too busy paying bills to raise their kids, or despite their best efforts, don't have the resources to put themselves and their kids in a better position in life. Then people are divided on the right way to respond to that (fixing the resource issue is part of that, but we don't like talking about the failures of section 8 housing and food stamps).
At any rate, it's gotten worse and there aren't any solutions in place because there've never been any real solutions put in place. The only way to fix the problem is with the right solutions. It's not like it hasn't been proposed, but the biggest push back, of course, comes from conservatives.

So everyone's running this story about all these people tearing down pictures of captured hostages in Israel. Anything to get people riled up and hating each other. So, a few questions:

Who's putting the pictures up, and why are they putting them up so as to be as disruptive to passers-by as possible?

What's the expectation on how long those should be left to hang? Until the hosties are released?

If putting them up is a matter of free speech, isn't taking them down also the same?
Let's say just one American is trapped there. Should that person's image be put out as a reminder to all about what's happening or everyone's? Is it appropriate to include everyone's photo everywhere if there are no American's in trouble? If we determine that free speech is free speech, and the people posting these images everywhere are practicing their free speech, then the people taking them down are doing the same, no?
Just another little thing they want people divided over. Why does this keep working for them?

Nobody has a claim to God except those that think they have a claim to God. The reason other people get upset with this is because that's how bullshit insanity gets started; you know, when people think they are doing God's will. And the fact that our entire system of government was founded on the most important principle of ensuring God and Gov't remained separate for very specific reasons that shouldn't have to be explained.
