Think I've read it before but if what Wray has been saying about ongoing investigations is to be believed, it suggests things weren't included in that report that would be necessary for prosecution that we're gonna see soon. Also the FBI was still comp'd at that point too since Comey had yet to be fired, so that's why I think it was missing key info.
