He's talking about the redacted & modified report. He probably does not know about the other two. Maybe that's why we have to trust him (Horrowitz & Wray). Maybe they themselves don't know the plan but Q team trusts that given the right circumstances and when faced with the facts these people will do what needs to be done - the right thing.
