The only way I see most normies waking up and taking action is if their livelihoods are threatened, from food on the table to a home over their heads, to mass unrest and chaos all around them. I've been "getting on that" (prepping) for the last 20 years. I don't live near any major city, I support local farmer markets nearby and already made plenty of personal contacts with local food producers!
