So to make it easier not to notice, you'd write 10,000 lines of bullshit filler, then hide the 10 lines of code somewhere to give 1 person the extra votes. Just an example, there are many ways to manipulate the numbers.
So even if you select Guy #2, Guy #1 will also get a +1 vote.
