Japan P.M. Participates in Drill Assuming ‘Serious Accident’ at TEPCO’s Kashiwazaki-Kariwa Nuclear Power Plant
Prime Minister Fumio Kishida participated online in a major government disaster drill Saturday held under the premise that a serious accident had occurred at the Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture.
The three-day drill, which began Friday, assumed that a powerful earthquake with an epicenter in the ocean off Niigata Prefecture had caused the cooling system for the reactors to stop at the plant, which is operated by Tokyo Electric Power Company Holdings, Inc.
Continuing from the first day, ships and a helicopter were deployed to perform a simulated evacuation of local residents in order to confirm steps to be taken in case of an emergency. Kishida initiated the drill on Saturday by issuing a directive during a video conference between the Prime Minister’s Office and the prefectural and relevant municipal governments and other entities.
“A declaration of a nuclear emergency has been issued,” Kishida said. “It is most important to quickly bring the situation under control and ensure the safety of local residents. I want all relevant organizations to work together closely.”
Once the emergency was declared, residents within a 5-kilometer radius of a nuclear power plant in a so-called Precautionary Action Zone began preparing for evacuation. A drill was held to evacuate residents by boat from Kashiwazaki’s Central Beach with the assumption that the earthquake had made roads impassable.

Japan PM Kishida's approval rating hits new low of 33%: Nikkei poll
Support for Prime Minister Fumio Kishida has fallen further, a weekend poll by Nikkei and TV Tokyo finds, after the Japanese leader floated a tax cut to ease the pain of high prices.
The approval rating for Kishida's cabinet dropped 9 percentage points from September to 33%, the poll found, the lowest since he took office in October 2021.
His cabinet's disapproval rating rose 8 points to 59%. The top reason for not supporting the cabinet was "poor policies" at 52%, followed by "poor leadership" at 34%. A 33% approval rating is also the lowest for any Liberal Democratic Party government since the LDP returned to power in 2012.
The new poll, conducted from Friday to Sunday, follows Kishida's proposal for a one-time income tax reduction as part of an economic stimulus package. Nearly two-thirds 65% of respondents said the tax cut was not appropriate as a response to high inflation, compared with 24% who approved of the measure.
The proposal would reduce income tax by 30,000 yen ($200) per person and the local inhabitant tax by 10,000 yen, for a total reduction of 40,000 yen. Low-income households would receive a benefit distribution.
