The founders argued about the the 2nd amendment being included in the Bill of Rights. The argument was not about whether the people should have the right to be armed. The argument was whether the 2nd amendment was even necessary since the Constitution did not grant any powers to the federal government to do anything with arms and thus the amendment wasn't necessary.
So, if we speak of the intent of the amendment lets speak of there are no delegates powers to the federal government to create any laws regarding arms, with or without the 2nd amendment.
