Mr. Biden: We're going to see more technological change in the next ten, maybe next five years, than we've seen in the last fifty years. And that's a fact…artificial intelligence is accelerating that change. It's going to accelerate it at a warp speed.
Mr. Biden: I am invoking what's called the Defense Production Act…to make companies prove that the most powerful systems are safe before allowing them to be used. That means companies must tell the government about the large-scale AI systems they are developing, and share rigorous independent test results to prove they pose no national security or safety risk to the American people.
Mr. Biden: Deep fakes use AI generated audio and video to smear reputations, speak fake news, and commit fraud.
Mr. Biden: The Department of Commerce is going to help develop standards to watermark and clearly label AI-generated content…that way you can tell whether it's real or if it's not. And when your loved ones hear your voice on the phone, they'll know it's really you. Trust matters.
