The story takes place in a post-apocalyptic world where a nuclear war has turned most of the male population sterile, and the remaining fertile men have become valuable assets to the government's efforts to restore human breeding populations.

The movie's protagonist is Sam Hell (played by professional wrestler Roddy Piper), a notorious loner and reluctant hero. Hell finds himself on a mission to rescue a group of fertile women who have been kidnapped by mutant frog-like creatures (yes, you read that right).
