I suspect they pick vulnerable children. Those whose lives are miserable. Children who just want some attention or someone that cares. How easy would it be to manipulate such a child. A bauble here, a trinket there, some nice clothes, a fun time out. All they have to do is… Is it rape? Yes, because no matter what the perv does, that child isn't old enough to make an informed decision that will affect them the rest of their lives. They don't know that they'll be thrown away the minute they stop being useful.
