That seems extremely plausible. Very well thought out.
It has become easier because Government has instilled such distrust in people that they already assume massive corruption. We don't have to start the conversation with trying convince them that politicians can be corrupted, we just have to show them how/why they are corrupt. Like Milton Friedman said, "none of us want Government to be efficient because the case to change it will be more difficult".
