Remember, as far as Snowden knew Hillary would win. He exposed their tools thinking he was sabotaging THEM, but at the same time their need to be "in our face" with what they were doing meant that they let him and helped him escape. Once Trump won, he has unwittingly crippled the investigation, and took some convincing that the Storm was legit and he should help out where needed.
