I think they don't learn because the right information hasn't been presented to them yet because they censor or out right omit proper education like what many have been sounding the alarm on since the times of Frederick Nietzsche about what they were doing to higher education and not really teaching. Now they have replaced many things that used to be taught in favor of subversive sabotage coming from foreign governments. That's why China doesn't allow free trade, because they use subversion.
