Actually makes more sense, since whoever replaces RR, will be investigating him regardless. Moving an investigator to a position with prosecutorial power seems logical. I honestly thought he was dirty. But if Q is saying he's a patriot, I think he'll serve in Justice and Judicial before he retires.
