Was just remembering her diplomatic position regarding UKrain. That was probably her reward for conducting the Satanic rite of mass blood sacrifice (the actual innocents who were actually killed). The Cabal are possessed and sometimes part-"demon" but the demons are the ones with the Intelligence (secret knowledge). The Cabal system is all about Ranking (power level) and is very strict. They need high-ranking demons to officiate and perform their "important" blood rites. Ishtar "ascended to heaven" by usurping the authority (power) of her husband Shemyhaza (the highest-ranking fallen Watcher), and is called Queen of Heaven in the Bible. She is only outranked in this sense, by Satan himself.
