So even if a VP can only read or judge, it still does not matter one way or another, he can always defer the question to the legislature. It is up to them to say whether or not it is in their power to act. Just as I could ask a VP President to make a law, there is nothing wrong with asking, it would be up to him to know his scope of authority and the power to act.
