One of the main obstacles for Israel, and honestly it might be a little late for it at this point after all that has happened, was Israel needed to get an international consensus against Hamas as a terrorist organization. This would be providing UN with physical evidence of Hamas terrorism, including the footage they have, and then trying to persuade via media and diplomacy, for nations to condemn Hamas for their acts of terror. Then bringing it up to the ICC, and designate Hamas as a terrorist organization. This would have pressured the Arab world to condemn Hamas as well and perhaps, they could have a consensus to directly target and neutralize Hamas, with humanitarian support and the support of the UN. Strictly bombing Gaza into oblivion is doing the opposite, it is angering the world.
