If you hear it running from the fill valve inside the tank, flush, cut water off at wall while tank is refilling and leave it off until repair is complete; place towels down around back if toilet; remove water line at bottom of tank; replace fill valve; use Teflon tape on threads; reassemble; turn water back on.
It’s very common for the o-rings in fill valves go bad.
