Yep and that's the cool thing. Each indictment isn't necessarily just one person. A single SI could be 25 different people. And the same people can also show up multiples times, for different crimes. This is going to make the Nuremberg Trials look like after school detention back in high school
D.C. population is only 694k. Most politicians live in MD or VA anyways
