You punt when it's 4th down and you decide against going for it. The MSM and the rest of the swamp is hoping to hold POTUS down and force a punt at midterms by stealing Congess and distracting POTUS with impeachment proceedings. This would delay major swamp creature lockings up considerably.

We're going for it baby, buckle up. It's all or nothing! We're not even going to have to think about punting, because we're going to WIN the game before the midterms. We're already winning (we've already won, check out the growing list of resignations and sealed indictments) but nobody knows yet. The public show is unfolding as planned.
