We need a functional calendar and a function means of measuring time. This should take in account on a zoomed out level the galactic year (for us), precessional cycles (again for us), then solar year beginning on March Equinox (again for us).
I say "for us", as all of this relates to our position, that said, those who advanced before us must have a universal clock, a universal calendar. As time/date should not be relative to only "us", it should be relative to the cosmic beginning/end or cosmic year, assuming that is our most distant means of measurement.
