According to BILD, Seehofer offered his reisgnation, but CSU is trying to talk him out of it.

Confusion because his original statement [nicht "Wirkungsgleich"] wrt to Merkel's plan isn't really a word. TV and MSM are dancing all around the meaning of "Wirkungsgleich".
I take it to mean something like,"doesn't meet the level of action I want". IOW, Seehofer being the Boss here and not taking any of Merkel's shit. Notice in notables sauce the terms Seehofer supposedly used are in quotes. That's because the Germans themselves aren't sure exactly what he meant.
Could mean 'operational level' if we wanted to translate along that route. So, is someone giving Seehofer orders to demand action at a minimum 'operational level' that Merkel has to meet? A case could be made, if you ask me, that whoever told Seehofer what to say isn't a native German speaker. or speaks with a lot military or big business English jargon.
Merkel also looks like she's trying to bullshit her way out by trying to explain what was said. "Wikungsgleich" not being a word has got he German press in a tizzy.
