Let's say it was a few years ago. Q team knows there is going to be a Trump or other candidate bid for WH. These are military, Intel, and business guys.
Rather than creating one massive team all at once, they take key individuals. If they have PRISM, they can inspect forums, blogs, Facebook, Twitter, etc. Identify who is who in whoville.
These people don't need to be brought in on the full plan, just to know that one exists and to act as agents for it within their organizations and the like.
