Why haven't you released your latest man-made epidemic on the rest of us yet?

I keep seeing reports of a little outbreak of ebola here, a barely-reported outbreak of marburg there, from deepest Africa where you keep your guinea pigs.

Have you not released your latest epi because the vaccines your hunting for to save yourselves have not yet been developed? Or are they just not effective enough in clinical trials to risk your lives on?
