This is just like that "broken rail" right at the intersection of two major commercial transportation routes in Colorado a few weeks ago. Xi will be in San Fran next week and they don't want snarled traffic there. But they DO want to arrive to a California in crisis mode. Which is exactly why, where, and when this act of irregular warfare was committed against the United States underneath Interstate 10 in LA.
