WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposed sanctions on ten key Hamas terrorist group members, operatives, and financial facilitators in Gaza and elsewhere including Sudan, Türkiye, Algeria, and Qatar. This action targets members managing assets in a secret Hamas investment portfolio, a Qatar-based financial facilitator with close ties to the Iranian regime, a key Hamas commander, and a Gaza-based virtual currency exchange and its operator. Today’s designations are part of a continuous effort by the United States to root out Hamas’s sources of revenue in the West Bank and Gaza and across the region and is taken in close coordination with regional partners and allies. To date, Treasury has targeted nearly 1,000 individuals and entities connected to terrorism and terrorist financing by the Iranian regime and its proxies, including Hamas, Hizballah, and other Iran-aligned terrorist groups in the region.
“The United States is taking swift and decisive action to target Hamas’s financiers and facilitators following its brutal and unconscionable massacre of Israeli civilians, including children,” said Secretary of the Treasury Janet L. Yellen. “The U.S. Treasury has a long history of effectively disrupting terror finance and we will not hesitate to use our tools against Hamas. We will continue to take all steps necessary to deny Hamas terrorists the ability to raise and use funds to carry out atrocities and terrorize the people of Israel. That includes by imposing sanctions and coordinating with allies and partners to track, freeze, and seize any Hamas-related assets in their jurisdictions.”

Ansarallah - Houthi's - Yemen

The Department of State will notify Congress of my intent to designate Ansarallah – sometimes referred to as the Houthis – as a Foreign Terrorist Organization (FTO), under section 219 of the Immigration and Nationality Act, and as a Specially Designated Global Terrorist (SDGT) entity, pursuant to Executive Order 13224. I also intend to designate three of Ansarallah’s leaders, Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, and Abdullah Yahya al Hakim, as SDGTs.
These designations will provide additional tools to confront terrorist activity and terrorism by Ansarallah, a deadlyIran-backed militia group in the Gulf region. The designations are intended to hold Ansarallah accountable for its terrorist acts, including cross-border attacks threatening civilian populations, infrastructure, and commercial shipping.

Al-Qa‘ida in Iraq (AQI), also known as the Islamic State of Iraq (ISI) and more recently the Islamic State of Iraq and the Levant (ISIL), was established in April 2004 by long-time Sunni extremist Abu Mus‘ab al-Zarqawi. In January 2006, AQ-I announced formation of the “Mujahidin Shura Council” — an umbrella organization of six groups including AQ-I and five Iraqi Sunni insurgent groups, mostly those with an Islamist ideology.
By whatever name, it is an umbrella group composed of several jihadist terrorist sub-groupsbased in Gazathat has claimed responsibility for numerous attacks on Israel since the group’s founding in 2012.

Kahane Chai (Kach)
Kahane Chai has harassed and threatened Arabs, Palestinians, and Israeli government officials, and has vowed revenge for the death of Binyamin Kahane and his wife. Since 2003, Kahane Chai activists have called for the execution of former Israeli Prime Minister Ariel Sharon, and physically intimidated other Israeli and Palestinian government officials who favoured the dismantlement of Israeli settlements. The most serious threats leveled by Kahane Chai involved threats on the lives of politicians who supported the disengagement plan as well as an announcement of plans to derail train tracks in protest of the new policy.
Although they have not explicitly claimed responsibility for a series of mosque burnings in the West Bank, individuals affiliated with Kahane Chai are widely suspected of being the perpetrators.
Despite these threats and their ideological roots, the groups itself has rarely acted out in violence.

Description
Egypt’s largest militant group, active since the late 1970s, appears to be loosely organized. Has an external wing with supporters in several countries worldwide. The group issued a cease-fire in March 1999, but its spiritual leader, Shaykh Umar Abdal- Rahman—sentenced to life in prison in January 1996 for his involvement in theWorld Trade Center bombing of 1993and incarcerated in the United States—rescinded his support for the cease-fi re in June 2000. The IG has not conducted an attack inside Egypt since August 1998. Senior member signed Usama Bin Ladin’s fatwa in February 1998 calling for attacks against the United States.
Unofficially split in two factions: one that supports the cease-fire led by Mustafa Hamza, and one led by Rifa’i Taha Musa, calling for a return to armed operations. Taha Musa in early 2001 published a book in which he attempted to justify terrorist attacks that would cause mass casualties. Musa disappeared several months thereafter, and there are conflicting reports as to his current whereabouts. In March 2002, members of the group’s historic leadership in Egypt declared use of violence misguided and renounced its future use, prompting denunciations by much of the leadership abroad. In 2003, the Egyptian Government released more than 900 former IG members from prison.
For members still dedicated to violent jihad, the primary goal is to overthrow the Egyptian Government and replace it with an Islamic state. Disaffected IG members, such as those potentially inspired by Taha Musa or Abd al-Rahman, may be interested in carrying out attacks against US interests. First designated October 1997.
Activities
Group conducted armed attacks against Egyptian security and other government officials, Coptic Christians, and Egyptian opponents of Islamic extremism before the cease-fire. From 1993 until the cease-fire, al-Gama’a launched attacks on tourists in Egypt, most notably the attack in November 1997 at Luxor that killed 58 foreign tourists. Also claimed responsibility for the attempt in June 1995 to assassinate Egyptian President Hosni Mubarak in Addis Ababa, Ethiopia. The Gama’a never has specifically attacked a US citizen or facility but has threatened US interests.

Basque Fatherland and Liberty (ETA)
ETA, which is pronounced "etta," is a leftist group that conducts terrorist attacks to win independence for a Basque state in northern Spain and southwestern France. ETA stands for Euskadi ta Askatasuna, which means "Basque Fatherland and Liberty" in the Basque language. When the group formed in 1959, its founders focused on Gen. Francisco Franco’s suppression of the Basque language and culture. More moderate Basque nationalist organizations, including the Basque Nationalist Party, the Partido Nacionalista Vasco, were denounced as collaborators by ETA, which evolved by the 1960s into arevolutionary Marxist group. In 2003, the Spanish Supreme Court banned the Batasuna political party, which was considered the political arm of ETA, and successive efforts by Spanish governments to negotiate with ETA have failed.

Description
A cult established in 1987 by Shoko Asahara, the Aum aimed to take over Japan and then the world. Approved as a religious entity in 1989 under Japanese law, the group ran candidates in a Japanese parliamentary election in 1990. Over time the cult began to emphasize the imminence of the end of the world and stated that the United States would initiate Armageddon by starting World War III with Japan. The Japanese Government revoked its recognition of the Aum as a religious organization in October 1995, but in 1997, a government panel decided not to invoke the Anti-Subversive Law against the group, which would have outlawed the cult. A 1999 law gave the Japanese Government authorization to continue police surveillance of the group due to concerns that the Aum might launch future terrorist attacks. Under the leadership of Fumihiro Joyu, the Aum changed its name to Aleph in January 2000 and claimed to have rejected the violent and apocalyptic teachings of its founder. (Joyu took formal control of the organization early in 2002 and remains its leader.)
Activities
On 20 March 1995, Aum members simultaneously released the chemical nerve agent sarin on several Tokyo subway trains, killing 12 persons and injuring up to 6,000. The group was responsible for other mysterious chemical accidents in Japan in 1994. Its efforts to conduct attacks using biological agents have been unsuccessful. Japanese police arrested Asahara in May 1995, and he remained on trial facing charges for 13 crimes, including 7 counts of murder at the end of 2001. Legal analysts say it will take several more years to conclude the trial. Since 1997, the cult continued to recruit new members, engage in commercial enterprise, and acquire property, although it scaled back these activities significantly in 2001 in response to public outcry. The cult maintains an Internet home page. In July 2001, Russian authorities arrested a group of Russian Aum followers who had planned to set off bombs near the Imperial Palace in Tokyo as part of an operation to free Asahara from jail and then smuggle him to Russia.
