Not necessarily.

Florida is flat, and covered in sand.

Dead center of FL, running north/south is a ridge. The highest point of this ridge is in a city called Clermont, where the Florida Citrus Tower was built. The purpose being a tourist trap novelty to view the acres and acres of orange trees. (Which are now all subdivisions, btw). Clermont/Minneola, located in Lake county, is 100' +/- above sea level, while the rest of the state is at sea level.

Hills can be made of sand, and stand the test of time.
