I'm for a police precinct model for the FBI. Since most of the rank and file FBI are just trying to catch the criminals, I don't want to lose the talent pool.

 

Fire all the directors and administrative pukes, then put together a minimal HR component for a radically downsized headquarters, and let the field offices run with a "captain." (Senior supervisory special agent??) The so-called director needs to be a cop's cop - one that knows how to deploy resources to get law enforcement done - nothing else. If the director gets political, they get automatically canned.

In most organizations, it is easy to talk with people and find out who is interested in doing the job, who does it well, and who is taking a vacation with pay. Put the right person in charge, and they can easily weed out the crap.
