You mean like cops do now? Cops literally make shit up as they go along, violate the law and peoples rights, then get sued. We the People pay their victims, and because of the abomination that is qualified immunity, as long as the cop plays stupid and says he thought he was following the law and doing his job, he's immune.
Let me give you an example of what I mean that we need an active population. Look at all the videos you constantly see of people in CA stealing from stores as everyone stands there and does nothing. The narrative is they can't do anything and the police wont bother because they wont be prosecuted under $950. It's shown on the "news" all the time.
It's also complete bullshit. Stores have what's called "shop keepers privelage". As long as they reasonably suspect someone of theft, they can use force to detain you to investigate and have the cops show up, and the cops most certainly will show up and arrest if the store chooses. They don't because they don't want the liability. The stores are CHOOSING to allow this lawlessness to happen rather than do their part.
