All could lead to a conclusion there is some form of continuity in place for DC. It appears no unnecessary money is being spent on Federal offices. Park Services has an extended law enforcement role never granted to them via Congress while other agencies have a reduced footprint.

this is all why we have a tighter control by the Congressional Parliamentarian about what items can be put in the spending bills.
