No. When someone who doesn't believe in Jesus says He is Lord, they're saying the Truth so in that sense serving Him in saying Jesus is Lord, so yes what Paul says here is true. However it's also misleading. When someone who doesn't believe in Jesus says Jesus is Lord in order to deceive you, they're still deceiving you.
