I do not believe that to be true, one way to test it on a slow night like tonight is if someone has a two distinct connections and watches the count on one of them then opens the next. Sorry, I can't but it will prove the point.
IF the count goes up then lurkers are counted, if the count does not then lurkers are not counted.

And on that note, if you are listening Jim Watkins, three things:
Make the post counts navigate and cycle through a posters post so we can see at a glance who we are dealing with, which would eventually return is to where we left off.
If posts had the same requirement that endchan has when you post by typing in the text that is in an image, that would remove most of the spam.
Hide in the message box by default the fields below the file selector and the three textboxes for name, email, and subject to be toggle-able.
