At best, he's a fucking idiot. At worst, he knows better and is saying this on purpose. Doesn't understand science or wants others not to. Some satellites use radar to map. When military radar is in use on the ground it interferes with the return signal to the satellite. Not on purpose though. This happens all over the world. See bellingcat radar interference tracker. A tool to see military radar in use. Of course Russia is using the shit out of radar around their base. They would be stupid not to.
