but it is not just a matter of being first to claim a board left fallow by the previous owner

you have to basically tell Jim why he should let you have it. Then he can decide if he wants to give the claimant ownership.

It is by no means automatically given to the first that claims it.

anon does not know the answer to that question, but Jim would know because he is the one who received the request to claim it. It is certainly possible that anons were trying to claim for a long time but that no one convinced Jim to hand it over to them. Only Jim knows for sure.
