Looks like Fireworks is used in drops where law enforcement action would be necessary or in the context of such. Fireworks (bang boom) would make for good cover while teams are out grabbing suspects while the sounds of their breaching charges and flash/crash bangs can be shrugged off as being…. fireworks.
